National Program for GUARANTEEING EMPLOYABILITY OF WORKERS – GOL Regional implementation plan pursuant to Legislative Assembly Resolution No. 81/2022

What is the GOL Program? The GOL Program is part of Mission 5, Component 1, of the PNRR, the section of the Plan dedicated to labor policies.

This is the cornerstone of the reform effort within active labor market policies, which, in addition to the GOL, includes the launch of a Plan for New Skills, the strengthening of Employment Centers, and the strengthening of the dual system. The Program's timeframe coincides with that of the PNRR, covering the five-year period 2021-2025. The GOL Program in Emilia-Romagna The regional implementation plan for the GOL Program is part of a strategic and unified vision of the programming of European, national, and regional funds, shared with the regional social, economic, and institutional partnership in the Pact for Work and Climate for the relaunch and development of Emilia-Romagna. The goal is to generate new development and new quality jobs, support Emilia-Romagna in its ecological and digital transition, reduce economic, social, environmental, and territorial divides, and achieve full gender equality. By integrating the resources of the PNRR and those of the European Social Fund Plus, the Region makes personalized orientation, skills development, and labor market integration programs available to all job seekers. These programs are provided by accredited employment services and professional training institutions accredited by the Region.

Training courses Following the assessment carried out by the operators of the relevant Employment Centres, users are directed to choose the most suitable training courses to:

  • occupational reintegration - GOL 1
  • update (Upskilling) – GOAL 2
  • Reskilling – GOAL 3

The courses are delivered by professional training institutions accredited by the Region.

Programmes co-financed by the European Union NextGeneration EU, the European Social Fund Plus Regional Programme and the PNRR - GOL Programme. Implemented at Cescot:



Employment reintegration - GOL 1

Recipients:

The project is aimed at unemployed people who have been included in the "Path 1 - Employment Reintegration" cluster following an assessment conducted by operators at the relevant Employment Centers and who are already receiving employment benefits provided by an accredited public or private entity.

Participation in these professional training activities is mandatory for those who have joined the GOL program. Specifically, those receiving income support such as NASpI, DIS-COLL, Citizenship Income, or Support for Training and Work will face financial penalties, including forfeiture of their benefits, if they refuse to participate in the training program and/or are unjustifiably absent from training activities.

Goals:

Make available a range of courses aimed at improving one's digital skills.

The training courses last 20 hours and issue an open badge (digital certificate of skills) linked to the European standard DIGCOMP 2.0

Update (Upskilling) – GOAL 2

Target audience: The project is aimed at unemployed individuals who have been assigned to the "Path 2 - Upskilling" cluster following an assessment conducted by the relevant Employment Centers and who are already receiving employment benefits from an accredited public or private entity. Access to the courses is therefore mediated by the Employment Agencies in charge of the individuals and occurs following orientation interviews aimed at selecting courses that will enhance existing skills and accelerate job placement/re-placement.

Participation in these professional training activities is mandatory for those who have joined the GOL program. Specifically, those receiving income support such as NASpI, DIS-COLL, Citizenship Income, or Support for Training and Work will face financial penalties, including forfeiture of their benefits, if they refuse to participate in the training program and/or are unjustifiably absent from training activities.

Objectives: The project provides training to support individuals' reintegration into the workforce, addressing the gap between their existing skills and the skills needed for entry and reintegration into the workforce.

This is a professional retraining opportunity that supports people in their active job search, through the acquisition of knowledge and technical skills related to their specific professional area, with particular attention to the knowledge and skills required by the digital and green transition, including soft skills to support change.
The training courses last 40/70 hours and provide a "Skills, Knowledge, and Competences Sheet" based on the Regional Qualifications System (SRQ). Health and safety training courses are also offered.
