National Program for GUARANTEEING EMPLOYABILITY OF WORKERS – GOL Regional implementation plan pursuant to Legislative Assembly resolution no. 81/2022
What is the GOL Program? The GOL (Worker Employability Guarantee) program is a reform action envisaged by the PNRR - Italy's National Recovery and Resilience Plan, which will be active in the five-year period 2021-2025.
This is the cornerstone of the reform effort in the area of active labor market policies, which, in addition to the GOL, includes the launch of a Plan for New Skills, the strengthening of Employment Centers, and the strengthening of the dual system.
The GOL Program in Emilia-Romagna
The Regional Implementation Plan for the GOL Programme is part of a strategic and unified vision for the programming of European, national, and regional funds, shared with the regional social, economic, and institutional partnership in the Pact for Work and Climate for the relaunch and development of Emilia-Romagna. The objective is to generate new development and new quality jobs, support Emilia-Romagna in its ecological and digital transition, reduce economic, social, environmental, and territorial divides, and achieve full gender equality.
By integrating the resources of the PNRR and those of the European Social Fund Plus, the Region makes personalized orientation, skills development, and labor market integration programs available to all job seekers. These programs are provided by accredited employment services and professional training institutions accredited by the Region.
Cescot, as an organization included in the Active Employment Network, is one of the private entities that actually provides the services.
Who can access the GOL program
The beneficiaries of the GOL Program identified by the Emilia-Romagna Region are:
- people receiving NASPI
- people receiving Citizenship Income
- long-term unemployed
- NEET (young people up to 29 years of age who are not in employment, education or training)

• host an intern, training them and introducing them to your business reality, without any costs for setting up the practice (the company only pays the intern's monthly allowance)
• request a free list of people who meet the necessary requirements for the vacant roles
• have access to contribution relief provided for GOL users in the event of hiring.
